Permittees shall provide for release of vehicles from eight a.m. to six p.m. on Monday through Friday, and for four specified hours per day between said hours on Saturdays, Sundays and officially recognized holidays. Permittees shall additionally maintain a twenty-four-hour answering service and shall allow persons whose vehicles have been impounded to telephone and set up mutually convenient arrangements (i.e., within two hours of the telephone call) for the release of vehicles on other days and hours. Upon application to the director of public safety, or his designee, and a showing of hardship by the permittee, an adjustment in the days and hours during which vehicles may be released may be made.
