Before an application for a permit to operate a contract-patrol towing operation will be received or acted upon, the applicant must furnish the director of public safety, or his designee, satisfactory evidence of insurance in such minimum amounts as from time to time are established by resolution of the city council issued by an insurance company authorized to do business in this state.
