Upon application being made as provided in Section 5.16.010, and when the applicant has tendered the license fee required, the finance officer shall process the application. If it is an application for a license for a new business or if the finance officer deems it necessary, the application may be referred to other city departments, including the health officer, if health and sanitation may be affected, to determine whether the business and premises to be occupied meet the requirements of state law and city ordinances.
