Before any license is issued to any person, such person shall make application therefor to the finance officer. The applicant must state the name of the party to whom the license is to be issued; the nature of the trade or business to be pursued; the place where such business will be conducted and such other information as may be deemed necessary for the enforcement of the provisions of this article.
