A minimum ten-foot building setback and a minimum four-foot-wide landscape area shall be provided around the periphery of the project site; provided, however, that nothing contained in this section shall limit the authority of the planning commission, or the city council on appeal, to require a greater setback. On project sites with an average site width of less than one hundred feet, the planning commission or city council on appeal may reduce the minimum ten-foot building setback from the interior side yard of the project site from ten feet to the minimum side yard setback of district in which the project is located.
