A. No person to whom such a permit has been issued shall fail to comply with all of the terms and conditions thereof and with the standards specified in this chapter.

B. No person other than a contractor licensed in accordance with the provisions of the Contractors License Law (Chapter 9, Division 3, of the Business and Professions Code) shall perform any construction, repair, reconstruction, or destruction of a well, unless exempted by that law.
