It is unlawful for any person to injure, tease, torture, torment, beat, kick, strike, mutilate, disable or kill any dog used by the public safety department or any officer thereof in the performance of the functions or duties of such department, whether or not the dog is being so utilized at the time, or interfere or meddle with any such dog while being used in the performance of any such functions or duties.
