Without a written special permit first obtained from the public safety department it is unlawful to cook any animal or animals or parts thereof weighing in excess of thirty-five pounds over or under an outdoor fire, including but not limited to a fire pit, gas or charcoal grill at residential uses within residential zones as defined by the zoning ordinance.
