Whenever the owner or person having the custody or possession of a dog observes or learns that such dog shows symptoms of rabies, or acts in a manner which would lead to a reasonable suspicion that it may have rabies, or if such dog bites any person, such owner or person having the custody or possession of such dog shall immediately notify the county director of public health or his representative, to make an inspection or examination of such dog until it is established to the satisfaction of said official that such dog has or has not rabies.
