A transferee or successor entitled to a transfer of permit must file an application for such transfer with the director of public safety within thirty days after he assumes control of the towing operation. The director may require such evidence of the transfer of ownership or control as he deems necessary. A fee equal to twenty percent of the original fee for the permit shall accompany the application.
