The purpose and intent of this chapter is to exercise the general police power of the city to provide for the orderly regulation of the business of tow truck operators that, pursuant to contract, patrol private parking facilities to impound and tow away illegally or improperly parked vehicles by establishing certain minimum standards for the conduct of such businesses to protect the public safety and welfare of the residents of the city.
