No person shall operate, sponsor, conduct, cause to be conducted or permit to be carried on any public dance or series of such dances within the city without having a dance permit issued by the chief of police pursuant to the provisions of this chapter; provided, however, that no such permit shall be required for any dance operated and conducted by a public school or any agency or department of the city.
