The chief of police or his or her designee shall, within thirty days after receipt of an application complying with all the provisions of this chapter, issue a license or deliver to the applicant, personally or by mail, written notice of denial of the license, setting forth the reason or reasons therefor, in accordance with the provisions of Section 5.36.070.
