No license or payment of tax required by this chapter shall be construed as authorizing any person to conduct an otherwise illegal business or to conduct a business in a manner that violates any valid and applicable law or regulation of the city. The business license issued pursuant to the provisions of this title constitutes a receipt for the license tax paid and shall have no other legal effect.
