A. The purpose of this chapter is to strengthen the public planning process, encourage private participation and comprehensive planning, and reduce the economic costs of development by providing an option to both the city and developers to enter into development agreements. Such agreements shall only be used for projects such as large multiphase developments, low income housing developments, and developments involving public service and facilities installations which may require several years to complete.

B. To accomplish this purpose, the procedures, requirements and other provisions of this chapter are determined to be necessary to promote orderly growth and development, the economic welfare, and to ensure provision for adequate circulation, utilities and services. (Ord. 2003-04 § 2, 2003)
