The police force of the city shall be under the control and direction of a person appointed by the city manager, such person to have the title as may be approved by the city council. The person appointed shall meet all of the same requirements imposed by law, regulation or guidelines and recommendations as a chief of police established by the California Commission on Peace Officers’ Standards and Training and he or she shall have all of the same rights, responsibilities and privileges as does a chief of police, including those imposed by the Marina Municipal Code.
