Maximum permitted height limit shall be thirty-five feet; provided, however, that a maximum height limit of seventy-five feet may be permitted subject to obtaining a use permit from the planning commission or the city council on appeal; and further provided, that such use permit shall not be granted unless the planning commission or city council on appeal shall make special findings, over and above the normally required use permit findings, that adequate fire protection facilities have been designed into the project and that the project site utilization plan is sensitive to contiguous land uses.
