The person owning the property, his designated agent, tenant and the general contractor for the project in question shall be jointly and severally responsible for compliance with this chapter. Security items that will remain on the premises after a tenant moves out are typically the responsibility of the property owner; systems that are removed upon vacation of the premises, such as an alarm system, are generally the responsibility of the tenant.
