Unless performing emergency work as defined in Section 15.04.010, it is unlawful for any person within the city to conduct any outside construction, repair work or related activities requiring a building, grading, demolition, use or other permit from the city when construction noise is produced adjacent to residential uses, including transient lodging, except between the hours of seven a.m. and seven p.m. (standard time), and on Sundays and holidays between the hours of ten a.m. and seven p.m. (standard time). During daylight savings time, the hours of construction may be extended one hour to eight p.m. For the purposes of this section, “holidays” shall include New Year’s Day, July 4th, Thanksgiving and Christmas. However, during the hours of construction, no construction, tools or equipment shall produce a decibel level of more than sixty decibels for twenty-five percent of an hour at any receiving property line.
