It shall be unlawful for any person to violate any provision or fail to comply with any of the requirements of this chapter or the Rules and Regulations incorporated herein. Failure to comply with any of the requirements shall constitute a violation of this code and a citation may be issued to the responsible party, and shall be punishable as set forth in Chapters 1.08 and 1.12.
