No person, except aeronautical operators, duly authorized personnel, or other persons going to or from aircraft personally conducted by aeronautical operators or airport attendants, shall be permitted to enter the airport operations area. Any person or persons so excepted does not have the privilege of unrestricted use of the airport operations area.
