In the event the property owner, occupant, manager or other person in control of the property fails to remove graffiti within the period set by the city manager pursuant to Section 12.28.070 of this chapter, the city may proceed to abate the graffiti as a public nuisance at private expense as provided in Chapter 1.10 of this code.
