Any person who, having violated any of the provisions of Section 12.20.020, thereafter applies for a permit pursuant to this chapter to do the act which constituted such violation shall pay a late issuance fee, in addition to the regular required fee, in such amount as may be fixed by resolution of the board of supervisors of the county.
