1. Prevent excessive and unreasonable increases in mobile home park space rents.

2. Prevent the exploitation of the shortage of available mobile home park spaces in the city and neighboring areas.

3. Enable mobile home owners to preserve their equity in their mobile homes.

4. Permit mobile home park owners to receive a fair return.
