The provisions of this chapter are not intended to conflict with but shall supplement all laws of the state of California relating to lotteries, gaming or gambling, except that bingo as defined in Section 5.28.010 applies exclusively to this chapter and shall not be applied in the construction or enforcement of any other provision of law.
